Expansion Packs: Warlords vs BTS

I've been playing Civ 4 for just over a year now and finally went out and bought my first expansion pack, BTS.

I'm having some trouble figuring out whether its worth while for me to even buy Warlords at this point?

I find the AI to be quite more competitive in BTS than in Vanilla

BTS includes all of Warlords except for the Warlords' scenarios. So there's really no need to buy Warlords unless you specifically want to play those scenarios (a few of which, like the barbarian mod, have been converted to BTS anyway on the forums).
