Exploit: Infinite builders as Spain (multiplayer)

Known exploit, at least in the organized civ multiplayer groups. As far as I know, most have house rules that prohibits city trading. You play public games, you should expect to encounter players that exploit. Remember that Civ 6 wasn't really designed to be played multiplayer, so there are many exploits that are available only because of multiplayer.
 
Something probably should be done to fix this but it'd be so obvious if an opposing team was using it that I don't see it as a major issue. Just watching Spain and his teammate(s) flip cities back and forth is enough to call the game for cheating. Then nobody has any fun.

In SP I could see players allowing cities to go free just to flip them back but the time and effort of sacking a city over and over again make it hardly seem worth it. That and I'm SP all exploits are just cheating yourself. Resist the temptation.
