So, you're chugging along, thinking about some long term strategy and ... BAM! your neighbor declares WAR on his other neighbor (or vice versa).

What are the best circumstances (AI's size, alliances, etc) for you to be in at that point and what's the best way to exploit the situation? Trade? War?

Try to gang up on the biggest civ in the war. If possible, try to use your friendly negihbor as a buffer for the enemy. Give more explanation on what the circumstances are.

if i have one much stronger civ attacking another civ i will often try to prop up the weaker civ as long as possible. couple of strategies:

1 trade needed resources with the weaker civ
2 get a ROP with the weaker civ and use fast units to block the stronger civs units
3 provide the weaker civ with defensive technologies if they dont have them (fuedalism, gunpowder, nationalism)

the basic point is to extend the war as long as possible to keep the stronger civ from focusing on growth.

If your neighbor declared war on his neighbor, wait till most of your neighbors troops are away from your borders then attack him from behind. Easy way to quickly gain a few cities.

Pay some of other non-involved civs to attack the bigger at war civ.

While they're all busy waving sticks at each other, I rev up my science and get ahead ;)

Build settlers to claim any good city spots when the AI razes the cities. I just picked up three wine luxuries in my last that helped out a lot with tech catch up.

I think the answer is what you want from either near by civ. If you ally with the civ that is not adjacent to you, you can gain land. You can ask either for an mpp so this avoids you acutally declaring war....

You can also prep the situation, where the civ you want to war with might have multiple neighbors. You can fix mpp's to have a cascading effect. You arrange mpps with all his neighbors and then the neighbor he is at war with. You will be at war the next turn and he will be surrounded by enemies the turn there after...

Then you can cherry pick that good resource and you have an mpp with will last 15ish turns and ensure relative peace OR you can delcare war on the furthest civ from you(after this conflict has ended) and once that far civ sends troops across the board, he will get squashed by your allies he had to travel across.

I try to take out civs either much before or much after their golden age. This weighs heavily in my decision making process.

It would have to depend on your situation at the time but I usually get indirectly invovled in ganging up on the largest Civ buy helping other civs out by trading with them. War can make the weak rich.
