Exploration vessels improvement in Civ VI?

    For the settler, a civic related boost does make a little more sense.

    For an explorer, it could be either (civics could let you get the fast, far seeing embarked explorer before it could travel the oceans... which might be OK)

    I am a huge fan of the 43 civ mod on Gigantic Earth so playing with Spain was so cool when SA is empty and you explore it all with Conquistadors and then redirect them to Australia.

    How about:

    Once you have both caravels and explorers (conquistadors), an explorer can get an upgrade rank that allows it to travel over the ocean like a caravel and land one time as an explorer. After it lands, it can explore on land and then choose to become a half-city if it finds a suitable location. A half city might be like a barbarian settlement that can grow into a real city with time or the addition of a settler.

    Upgrading a regular explorer to one that can cross water and create a settlement could be achieved several ways: normal rank improvements if those are in the game; pay gold; discover some other tech etc. Achieving this unit upgrade would limit spamming them and making the settlements less than a full new city will make them vulnerable and risky.
