Exporting a Map (or: Importing a Rules Set)

I'm using Marla Singer's Earth map, but I want to use the newly patched Civ3 rules as well as my own personal mods (like my expanded gov'ts). Is it possible for me to "rip" Marla's map and put it into a .bic with my rules? Or is it possible to take my rules and add them to Marla's map without having to physically enter them all by hand again in the Editor?
