"Extra" Luxuries

Probably a newbie question: what determines when a luxury you've secured is "extra" and, therefore, tradeable?

In a recent game, I must have had 5 to 7 incense luxuries secured, but when I went to the trade screen, they did not appear as "extra" under the "luxuries" section.

All of them did appear in my trade advisor section, however.

The civ you were trying to trade with already had incense maybe?

You only need one - any beyond that are surplus unless you're already trading them to someone else.

Did you have the necessary technology and trade connections with that other civ to make resource/luxury trades?
