Pictures that are edited in a silly way like that aren't actually particularly funny, IMHO. The picture should have something clearly funny about it, and the caption (if any) should contain some sort of clever remark. The word "fail" itself (repeated many times) isn't enough for an actual humorous impact.

Something I have been thinking about people who put the word "FAIL" on a fail pic.
