failed to read worldbuilder file

I recently down loaded and installed RtW 3.19, following the instructions listed. It seemed to be working fine, until I tried to start a game. The attached screenshot shows what came up.

I checked in the directory where the file should be, and it is there. Any suggestions on what I should do?
