What are the consequences of failing a spy mission? Except wasted gold and the risk of war. More accurately reputation/attitude.

The target civ lower its attitude towards me (temp it seems), but what about other civs. Will several failed missions change the way other civs look at me.

Right, besides gold and possibly war, the only other effect is an attitude hit (not a reputation hit because it was the AI that declared war on you and might've broken any 20 turn deals (even though you provoked them), and this is used occasionally by humans to 'lure' AIs into war with them when they have deals active). I'm not quite sure how much, and when I checked out a few articles, I couldn't find an exact amount. I'm pretty sure the attitude hit is only with the civilization that caught you, because, after all, how would other civilizations learn about it?

Recall Gary Powers, the U-2 pilot. They put him on trial, but in the end they just try to make a swap.

BTW he died in a helo crash in LA working for NBC.

Only once have the target civ declared war on me, in another game. Now nobody wants to fight me. Maybe because I'm a super-power.

In Civilization - as in real world - not much is secret. Betray someone and everybody with contacts will know about it. I would think this also applies to failed spy missions? But third civs do maybe not care? It's not as bad as RoP-raping, but many spy incidents will maybe hurt my relations with other civs?

And are some spy missions considered "worse" than other missions?

In the manual, I believe it says that if you poison the water of another civ, your rep is fryed.

I think "Poison Water Supply" was in Civ2, but don't quote me on that. A failed spy mission won't cause a damaged reputation, FYI, just an attitude hit (e.g. Cautious -> Annoyed).

Poisoning the water supply was definitely in Civ2, wrong version searcheagle. You could also send your spy in with a nuke, a sure rep hit there.

Also, Gary F. Powers flew a U-2, and the other famous spy plane was the
    SR-71 Blackbird.

In Alpha Centauri you could let a 'spy' do something like that IIRC.

Bismarck was polite with me, I tried to plant a spy and failed. I tested what would happen if I tried again. Of course it will fail, I know. After failing 10-20 times he declared war... I don't remember accurately, but he was not furious before the final attempt. I think he was polite.

His attitude might not change every time, and he might not declare war every time. The reason it's not a reputation hit is because HE is declaring war, not you (even if he was provoked by you).

theres a limt you have to wait for you spy to be able to performe succsefully again, so once you fail its best to wait a bit. Nonstop pestering is another way to declare without taking a rep hit but watch to see if youor getting blocked from your trades routes

    Actually, it's 4.

Anytime before, you have a very low chance of sucess.

    Plant Spy
    Regular spy 50%
    Veteran spy 60%
If a spy plant fails you will get a flag saying so. You can't plant a spy when flagged. There is a chance of 1/3 for the flag to disappear each turn. Failing other spy missions, does not trigger the flag. You can plant a spy the same turn your spy has been exposed by a failed mission.
