Fall Further: What am I doing wrong?

I started playing FF again after a few months off. I have patch C. I founded Runes of K, have it in all of my cities, but I can't build a temple? What am I doing wrong? What, if anything, am I missing?

it is a blocked building. the lore is that Dural are more interested on man's achivements and not on doing divine stuff. that is why they can only train students of the x and no priests nor can they make temples
