Since the dawn of human kind, when our ancestors first discovered the killing power of rock and bone, blood has been spilled in the name of everything: from God to justice to simple, psychotic rage.

The Romans waged war to gather slaves and wealth. Spain built an empire from its lust for gold and territory. Hitler shaped a battered Germany into an economic superpower.

But War never changes

In the 21st century, war was still waged over the resources that could be acquired. Only this time, the spoils of war were also its weapons: Petroleum and Uranium. For these resources, China would invade Alaska, the US would annex Canada, and the European Commonwealth would dissolve into quarreling, bickering nation-states, bent on controlling the last remaining resources on Earth.

In the year 2077, after millennia of armed conflict, the destructive nature of man could sustain itself no longer. The world was plunged into an abyss of nuclear fire and radiation.

But it was not, as some had predicted, the end of the world. Instead, the apocalypse was simply the prologue to another bloody chapter of human history. For man had succeeded in destroying the world - but war, war never changes.

In the early days, thousands were spared the horrors of the holocaust by taking refuge in enormous underground shelters, known as vaults. But when they emerged, they had only the hell of the wastes to greet them, and their inhabitants set out across ruins of the old world to build new societies, establish new villages, form new tribes on whatever usable land there was.

The year is 2277 Two Hundred years after the apocalypse Humanity has struggled to rebuild, and by now nation states have begun to reform and grow, you are the leader of one of these nation states. It is time to bring humanity back from near destruction or end it for good.

Because War Never Changes.

Ok this is my first time as an IOT Host so I'm going to shake things up a bit.
Since Fallout is a Post Apocalyptic Role Playing Game this IOT will be more like an RPG each nation will have a set of stats, and a set of “skills” to help define their nation.

This will be an Role play heavy game those who role play will be given bonuses

There will be NPC nations run by me and they will act like a player national so watch out.

Pick 7 territories, name your nation, and provide a short description and history.

Keep nations realistic in a post nuclear-apocalyptic world, but please include nations other than humans, have mutants, sentient bugs, robots, and ghoul nations.

The stats are a modified version of the “SPECIAL” system used in the fallout games the higher it is the better Everyone gets 5 pts in each (you can remove) and an additional 5 pts to allocate wherever you wish. These cannot go above 10 or below 1 Just fyi. These do not affect your RP initially but affect your nations skills which is what affects RP and interaction in the game

The Sicilian Confederacy (Sicily)
Spoiler Government :
A three-part confederacy, with the capital in Sicily. The three parts, Sicilia, Malta, and Italia, have similar internal structures, but the separate parts do not interfere with most internal affairs. Malta is a democracy only in name, as although the people are permitted to vote, the two parties controlling the nation are secretly manipulated by the President. The socialist democracy of Sicilia has been surprisingly effective, and despite the instances when crime does occur, the people of Sicilia are respectful of each other, and work well. The Republic of Italia practically adopted the Roman Republic's way of life, and the city of Napoli seems to be returning to its former glory. The national government of the Confederacy controls diplomacy, trade (both internal and international), the military, the government budget, and also solves interstate problems. The Confederacy is presided over by a representative of each state, as to allow equal representation. Further parts of the confederacy will be added with new territories gained.

Spoiler History :
With the downfall of humanity, the three nations which would eventually make up the Sicilian Confederacy started off isolated from each other. Malta established itself as practically a dictatorship, Sicilia became a socialist democracy, and what was then just Napoli became a Roman Republic, all three of these still evident in their internal governments. After all three had established a decent navy and began trading, they realized unification would benefit all in the long run, and therefore formed a surprisingly strong alliance, based out of Palmero, Sicilia. The unlikeliest of allies soon dominated the southern part of Italia, and controlled a large chunk of the Mediterranean.

The military is divided into four branches- three militaries for each state, and one large national government. The national military is the largest of the four, led by a council of three generals (one from each state), and comprised of troops from each state. Two-thirds of each state's recruits serve in the national military. One third of each state's recruits are assigned to their state militaries, which are organized however each state pleases.

-Engineer Team: 30 men. Specialized in repairs and construction, as well as tactical placement of traps and weapons.

-DART Squad: 3 IFVs with 10 men per IFV. Acronym stands for Designated Assault and Recon Team. Spearheads attacks, leads recon and rescue.
-Heavy Tank Squad: 4 Heavy Tanks with 5 men per tank. Adds firepower to an attack.
-Light Tank Squad: 8 Light Tanks with 4 men per tank. Usually used in tandem with a DART Squad. Otherwise, used with Light Squads to make quick attacks.

History: the O.C.P. , a little nation grew from the ruins of the Greece governament in the 2169, is an organization dedicated to take the "Old World" arts back to their right place and trying to from a better world than the one found from them.
Because the Greece was relatively untouched but, as every other contry who was part of the European Commonwealth, with few resorces, the Organization had problems in defending it elf from the attack of an enemys more powerful than a small group of raiders, but after a century of research and fight, the Organization has a decent military.
The W.C.P. will try for his best to take the remaining art of the Western world and have commerical relationship between nations, but, as stated before, they will react if provocated too much.
The Scholarship in the Organization is considered really important, thus the Aplhabetization is higher than every other country existing. Or so they say....
The liberty isn't took too much in account, but the people aren't oppressed and no one complaints about the politics of the W.C.P. about the expansion.

Politics: the W.C.P. is an elective absolute monarchy: the voters are all the pople, and the candidates are the ministers chose from the died king, for avoid an eventual Ditactorship overcome, the candidates are passed under a rigorous test for the sanity before they can be elected.

Army: the Ligh Armies of the Organization are just a bunch of lads with the basic military training armed with machine guns: even if not totally efficent, they are enough for stop the raiders and resisto to an attack from the hostile nations.

The Heavy Brigades are few veterans coming form the Ligh Divisions armed with experimental energy weapons and rudimental Power Armour. Their exprerience in the battlefiled halps a lot in defending and conqueiring the lands, but this veterans are famous for be hot heads, thus, they might join the army or no: depends all about the prize.

Only few tanks have been registrated, thought they are starting to produce some.

History

The atomic doomsday befell France, signalling the end of not just countless life but also of the Fived French Republic, its final president being Yannick Reyer. The hope of France laid in an emergency project that came in note of the increased in the world in the form of Project Noah, notably involving the famed De Gaul Bunker. The Louvre and other art galleries were given their own bunker to protect the cultural heritage of the French in the form of the Louvre Bunker. There was also the Civil Resurrection Bunker that was deployed to hold civil servants and government records so that government could be placed back into operation once the time came. Overall the foundations of French power was to be restored to normal, with bunkers across France awaking to recreate the French nation.
That was the plan but plans are no prophecies.

By calculation the bunkers were opened in 2100, in hope of the live being able to set through, although bunkers like the Civil Resurrection Bunker and the Bonaparte bunker were opened 5 years after the doomsday for administrate operations, including (mostly failed) attempts to try to clear out the debrey and to calm the radiation. As the bunkers open reconstruction was attempted. 2121 finally saw the declaration of the Sixth French Republic, its first president Lou Pascal declared over the still radioactive city of Paris that “France will return to its full function!” However the republic faced a great problem: it hold only around the areas around Paris. Attempts to expand faced problems from the ruin legacy of the atomic strike in form radiation, the riots from the early mutant communities and the general unwillingness to see authority in the Sixth Republic in note of the lack of power hold. The last president Sacha Martel was its second, ending in 2128 from resignation and a vote to dismiss the Sixth Republic as a “premature attempt to reinstall France.” The years followed was of the setting of the city of Paris as a lone city state.
Things changed around 2201… when the French Reunion Committee was created.

The French Reunion Committee was set up by directive of the mayor of Paris, Jocelyn Oliver. Prudence Girard was elected the first Chairman. The committee began simply as a talking room for tactical considerations on expansion, especially with consideration for gaining materials of the still on-going reconstruction of Paris. Let with tensions with mutants rising and ever chaotic situations leaded to 2242 being the year that the French Reunion Committee was granted, the then current chairman Henri Roux using it to override the powers of the Parisian mayor. Over the years the organisation expanded the borders of the Parisian city state. As of 2776 the current chairman Franseza Travere the organisation nows plans to expand further: they will be sure to control as much of France as possible before creating the 7th Republic.

In the end, no matter the means, France must be reinstalled!

Army

Light: militant forces with mix of mutant and "normals." Emergency conscripts and volunteers are among these. Focused on resistance tactics and insurgent warfare. A clue if your facing these is if they are yelling "VIVA LA REVOLUTION!" when charging. Lightly armed and lightly trained with little to none body armour but are known to use cover and sneak tactics.

Medium: regular forces is your standard army forces. They are mixed of human and mutant. Disapined with camo and barets.

Heavy: French Foreign Legion. Heavilly trained. Not heavy armoured but their skills and disapin make up for it.

History
The immediate aftermath of the Great War witnessed the implosion of Moscow's hegemony. Commanders of Soviet military districts were quick to seize upon the broken chain of command and declare their own personal fiefdoms. The experiment was suspended once the fallout settled and the survivors were driven underground, but the fledgling communities that eventually took root frequently orbited around local garrisons. The Dity Svobody movement was revitalized with the support of what survived of the Kyiv and Odesa districts, who consolidated their armies into the Freedom Guard to repel marauders and post-apocalyptic cults. The army was extremely effective in cementing its control over strategic locations, but in practical terms the political movement tapered off sharply outside the jurisdiction of the bases.

Dity Svobody allied itself with a number of district-kingdoms east toward Kazakhstan to stave off warlords in the north. The alliance endured for roughly a century, but suffered numerous internal disputes over political leadership and Odesa's growing push for amalgamated armed forces. A rift emerged between the Ukrainians in the west and the Confederacy of the Seven Bands in the east that steadily grew worse after 2200 when amalgamation succeeded. A crisis emerged in the latter half of the century when a political assassination, followed by a bloody war in the west virtually destroyed the governments of the Ukrainians and the Blue Steppe Riders, leading the Freedom Guard to institute martial law and the commander, Mykhaylo Tarasenko, to declare himself Generalissimo.

The leader of the Seven Bands at this time, Onur Serkanev, who was in large part responsible for the political crises of his western allies, accused Tarasenko of a coup, and only backed down after securing promises of greater autonomy over his share of the army. When Tarasenko appointed Yulia Nastunyeshyn as his successor as leader of the Guard in 2271, Serkanev considered this the final insult and staged a mutiny. The result was a two-year civil war that saw the Seven Bands defeated and Serkanev executed for treason. Military control of the alliance was now absolute, and by 2277, the stateless Freedom Guard had reconstituted itself as the "Standard-Bearers of the Revolution", patiently awaiting the second coming of Dity Svobody.

Dyki Lyudy
When the Forced Evolutionary Virus made international headlines, Soviet intelligence scrambled to catch up. The KGB hastily arranged Operation Firebrand in a bid to glean data on the American research. Based on the limited information recovered, copycat labs were established in Ukraine to replicate the FEV, but the project was cut short with the onset of the war, and all progress lost when the facilities were destroyed, their contents leaking out into the surrounding countryside.

In 2112, a new group of mutant creatures began emerging across the lower Dnipro basin. Animal in appearance, humanoid in physiology, they exhibited extremely high intelligence and capacity for crude tool use. Dubbed the dyki lyudy, they were treated with interest but also heavy suspicion, recognized as more than monsters but less than "human" in much the same way as ghouls. Their emergence coincided with sudden popularity in the mythological deity Polysoon, and the dyki lyudy gained a degree of reverence by some communities. Manpower shortages led the Freedom Guard to start recruiting them as soldiers in 2123, and while the government was extremely skeptical, they proved both fantastic soldiers and red-blooded patriots during the siege of Odesa by the Family of Blood in 2127.

Merciless persecution everywhere else practically drove the dyki lyudy into Dity Svobody's arms, and by the 2200s they outnumbered humans within many units. This was a major contributing factor in the deterioration of relations between the Ukrainians and Kazakhs, as the Seven Bands increasingly felt their western allies were under the thumb of a mutant clique. The appointment of Nastunyeshyn, herself a dyki lyudi, as generalissima, was seen by Serkanev and his supporters as the logical bookend to the "mutant conspiracy". Ironically, by the time of the revolt, race had virtually vanished from the western discourse, to the point that even the dyki lyudy didn't understand the Seven Bands' line of thought. Today, the Standard-Bearers' monopoly on the dyki lyudy as a fighting force provides them a unique combat advantage, but also a significant obstacle to diplomatic relations with anthropocentric communities.

Foot soldiers

PATRIOTS—Volunteer partisans, self-trained and self-equipped, typically with post-war weaponry. Unprofessional and undisciplined, they are, however, quick to levy and fierce in defending their homes.

ROZVIDNYKY—Lightly-equipped reconnaissance teams, typically armed with long-range rifles. While not as well-trained as dedicated snipers, they are nonetheless effective marksmen and are frequently found in support of frontline squads.

SOLDATY—Regular light infantry that use military-issue equipment. Professionally trained, they constitute the mainstay of the armed forces.

MYSLYVECY—The Freedom Guard's most iconic unit, specially-designated dyki lyudy squadrons geared toward shock tactics and close combat. In addition to assault rifles and mêlée weapons, they are equipped with heavy body armour, and are affectionately known as "tanks" and "sledgehammers" by the infantry.

STALEVI KULAKY—Heavy weapons specialists equipped with large-calibre weapons, armour-piercing rockets, and high-explosive munitions. They wear a crude, heavy suit of armour to protect against both enemy fire and their own ordnance; it is not even proto-power armour, and the units are extremely slow as a result.

BOMBARDIERS—The dyki lyudy counterpart to the stalevi kulaky, made up of individuals exhibiting the strongest physical fortitude. More mobile than their human counterparts, they can carry even heavier weapons, including scaled-down tank guns and light artillery.

GUARDS—The most elite cadre within the armed forces, adhering to a pre-war training standard. Guards enjoy priority access to pre-war armouries, and are typically the first to receive new weapon designs. Recently, they have been equipped with an experimental medium-weight body armour intended to overcome the inefficiencies of the stalevi kulaky.

KOZAKY—Extremely rare cavalry units whose lineage traces back to the distant pre-war era. In the few regions where enough mounts (horses or otherwise) are available to organize a corps, they have proven an immense advantage over unmounted opponents. As a result, the kozaky are highly praised and their herds fiercely protected, and they have developed (or rather, resurrected) a distinct subculture transcending both military and racial classes.

Vehicles

JACKAL—Light all-terrain vehicle mounting a machine gun, used for scouting and fast attacks. Its solar-charged batteries are an inefficient power plant, and despite the Jackal's agility, its effective operating range is limited.

VIPER—Pre-war armoured infantry fighting vehicle using a replacement power plant. Contrary to its name, technological limitations have thus far not found a suitable replacement engine system and the vehicle's performance is significantly hampered. The Viper is thus geared more toward fire support and transport than direct combat.

BEAR—Pre-war combat tank using a replacement power plant. The vehicle is woefully underpowered, even more so than the Viper, and basically functions as artillery support.

LADYBIRD—A light post-war, short-range helicopter used for aerial surveillance. Some modifications allow for a second passenger who typically acts as auxiliary gunner. As the vehicle is open-cockpit and essentially unarmoured, flying into combat at a low-enough altitude for engagement is an extremely risky venture.

Hey its IOT, canon and real history doesnt matter here :D dont worry, I made this IOT for 2 reasions, one to help aleviate the dry spell, second and only partially so that the Fallout canon would be completely changed because of the IOT people making their own history :D, seriously go wild, just make it plausible in the fallout universe :D

The Institute of the Commonwealth of America has its origins in the Pre-War Massachusetts Institute of Technology, which had been working on amazing Android projects as well as several contracts for the Department of Defense. When the sky grew hot during the Great War, the Institute largely shielded itself and the lands immediately surrounding it, leaving the organization in great power Post-War. Using their Android forces, the Institute slowly worked its way around New England, consolidating the survivors under the name of The Institute of the Commonwealth of America.

Scientists at The Institute continue their research, using their great technological prowess to dominate all opposing forces. Besides the superhuman Androids at their disposal, The Institute employs the services of a gang known as the Redstockings. Based in Fenway Park (Now Fort Fenway) the Redstockings act as a fearful police force and militia. Although all Redstockings carry Bats as close-range weapons, their further weaponry ranges from high-powered rifles and machine guns to bolt-action Winchesters and pistols older than their grandfathers.

Through the valiant efforts of scientists at the Institute, Greater Boston and Cambridge were mostly saved from the fiery hell that enveloped the world; Cambridge, Massachusetts is now one of the largest cities left on earth, with nearly 5,000 inhabitants. Of these, less than five hundred are scientists of the Institute, who are led by Dr. Christian Zimmer. Just over five hundred more are irregulars of the Redstockings, and the rest are laborers and townspeople whose main tasks are to farm and multiply. All the truly menial jobs are handled by Androids, nearly 1000 of whom reside in the city of Cambridge. They are less than slaves, and work to repair the city, maintain its utilities, and clear the wreckage of the war. In addition, the radiation-immune Androids fight against the wasteland, preserving the humanity of their overlords as well as serving as heavy troopers when outfitted with plasma weaponry. Perfectly obedient and superhumanly powerful, the Androids give the Institute a special edge over all enemies- and also explain the loyalty of the Redstockings; Captain Ted "Old Nine" Williamson once fought an Android in his youth, and lost his left hand for it.

Now, as their power expands from their great city, the Institute looks to find more specimens, further their research and expand its New World Order over the globe. Already most of New England has capitulated, and it is only a matter of time until all of America is reunited.

(I would like to say that the Institute is not hated, and its members are seen as saviors. Though rule is through oligarchy, there is little true oppression and the land's townspeople and farmers are very free. However, lawbreaking is not allowed at all (that law being based on Pre-War Commonwealth Law) and the Redstockings are brutal enforcers. Now the Redstockings, though brutal and feared, are less resented than respected, for they are seen as just, if a tad rough around the edges. Affiliation with the Institute has been cleaning them up and forming them into a real military, and Android repairs to Fort Fenway has started making it a true fort. Basically, this is not a North Korean-like dictatorship; it is a Romanesque Oligarchy)

Light/Irregular Troops: Redstocking- Though proficient with a bat, a regular Redstocking is only average with his mismatched weaponry which ranges from machine guns and sniper rifles to bolt-action winchesters and pistols. Armor is virtually nonexistent, as a baseball uniform does not provide much protection. They serve best as raiders and peacekeepers.

Regular Troops: Railroaders- Though not part of the history of the Institute, the Railroad was one of the first opposition forces faced by the Institute's Androids, and ever since have been trusted soldiers. They are based out of South Carolina, and although most of their organization is still outside Institute control their outposts in Connecticut have gladly given up executive powers to the Institute; the Railroaders are first and foremost a fighting force that only formed to keep contact along the seaboard and protect its refugees. Railroad soldiers are fierce and dedicated, and are trained with dagger, pistol and rifle. Some units are better-equipped with heavy machine guns and explosives, these units being evenly distributed throughout platoons.

Heavy Troops: Android forces- Expensive and resource-intensive, these units are the perfect soldier. They are fearless, invincible to small-arms fire, and are masters of plasma and laser weaponry.

Also I dont quite know what you mean by "the Attic and part of the Laconia" Gzz, could you maybe give me some other citys,or province names? i get that you want some area in greece, but im not sure exactly what you mean., You have the Peloponnese Greece, and Athens, but that only takes up 3 provinces (from the map that i am making) if possible it would really help if you could get me a map of the area you want, even if it is just circled
