    OOC question:
How was florida influnanced in Fallout time period? I've not read anything in fallout 3 or NV nor wiki that would have spoken about other areas than DC and west or east coasts. Nothing about central america or florida. Or Cuba and brazil. So anyone has any idea?

And Also, where did the Masters army rose from? From that vault in Fallout 3?

Florida: Florida never appears in any canon/release game. There was a plan to make a game set in Florida, but it never got past concept. In this game, however-well, spoilers. I will say that much of Florida resembles Point Lookout.

Areas from Illinois to Colorado appear in Fallout: Tactics, which is broadstrokes canon. It and portions of Van Buren are being used for the base canon/setting for his game.

The Masters Army/Unity came from Mariposa Military Base, presumably in Mariposa, Ca. Vault 87 in Fallout 3 was the location of a diffrent FEV research facility, which produces a somewhat diffrent version of super mutant than Mariposa.

    2132-2135

Ain’t that a Kick in the Head?

    Link to video.

Yeah I was there. Still have nightmares about it. No, not just what happen, but because it was my job to stop it. No, no I know that, I know no one had any idea what was coming. [Sigh] But I was the militia captain. Me, Tycho and Verner had gone of scenario by scenario and never saw it. But you want to hear what happened. If you agree to spread the word as far as possible, ensure that as many people here about that horrible menace as possible, fine. We’ll need as many people as we can get to stop them.

It was about two in the morning, late January 2133. Fresno was full of mercs and adventurers and the like, all looking to protect the town, be it for pay or their kindness. I was the defense commander, organizing the foreign and local guns, keeping the soldiers sober and away from bands they didn’t get along with. I had help: Tycho from the Desert Rangers and Conrad Verner from the Red Shepards. We had spent months making ever plan we could think of, and- never mind. Right, early morning, months after the last known attack, most of the troops were in bed or relaxing in quarters or the bars stuff, while me an’ Tycho were up on the walls, arguing with- no, no I’m not gonna name him. He’s dead, and he died doing good. Point is, we weren’t prepared.

They came out of the darkness, and we only caught the drop on ‘em ‘cause Tycho thought something was wrong and had his guys launch a lighting flare, which let us see them before they reached the walls. We actually though we were winning, since we could keep them from reaching the wall for about five minutes. Then that machine arrived. It had probably once been a train, or something, but now? Now it was the thing to seal our fate. It smashed through the gate like it wasn’t even there, and once the monsters could get close, we saw just how outclassed we were. I saw one waving one of those giant ripper-swords in one hand, while even a crude club would cave in a man’s skull, or his ribs. And they still had guns, and while some of them were definitely poor shots, they could carry lots of ammo.

We tried to stop them, but... but bullets didn’t do much to them. After the battle, we only fould three bodies, and they used tactics to keep cycling their wounded back away from us. And once they were in, they made for the homes, and we couldn’t stop them. And they didn’t just kill them. No. They took them. From what we can tell, there had been about 500 people in Fresno at the start of the fight. By the end, there were about a hundred of us left, and we think some 300 were taken. 400 of use dead and taken. 3 of them killed. They also left us a gift, a flag planted just outside the gate, with a piece of paper with a message on it.

    Embrace the Future

We will find them. And when we do, we will kill every one of those mutant monsters.

    Southwest
Fresno has been destroyed. An attack by mutants in the middle of the night caught the town off guard, and approximately 400 people were slain or, even more worryingly, carried off. Raids following in the days immediately after a across a wide area took hundreds more. Tycho Eastwood, leader of a group of self-identified law enforcement group called the Desert Rangers have called for all settlements in California to band together against the mutant menace. In particular, he sent massagers north to Sac Town and the San Francisco region, as he believes the mutants to be based out of an area on near the western slopes of the Sierra Nevada’s and north of Fresno, and he believes the larger populations of the area may attract them.

Further south and west, there are reports that a new power has appeared in the Salinas Valley. A number of people possessing power armor and advanced weaponry have been sighted reported traveling around the valley, aiding the locals with monster and raider problems. The group, called the “Brotherhood of Steel” are apparently based out of a bunker hidden in the valley of the Arroyo Seco River, west Greenfield. While the people never remove their armor, locals believe that no more than a dozen individuals are active at large, but that there may be several hundred members remaining in their shelter.

To the west of Lost Hills, a group of religiously minded raiders have established themselves, declaring themselves the Vipers and raiding and slaving across the area. While they are currently a fairly minor threat, they are growing rapidly, with many of their captives seemingly being indoctrinated by their faith, and many fear that if either the Vipers or mutants are not dealt with soon, then the two could render the San Joaquin Valley a death zone. A different gang, the Jackals, have established themselves east of the Hub, around Barstow. This gang appear to be smaller and less organized, but they are even more savage, mercilessly attacking anyone weaker than themselves, and engaging in cannibalistic tendencies. Oddly, the two appear to have a common origin, both being reported as traveling through the area north and east of Junktown in early 2133. While there are few travelers from that region, it appears that the two gangs were driven away by a considerably more powerful, unknown force. Some already fear that the mutants may be active in force in the region.

More peacefully, caravans based out of Hub and Junktown have begun forming companies, which now routinely travel to a wedge from Santa Barbara to DayGlow, and less commonly to Monterrey, San Francisco and Sac Town, though some caravan bosses fear that the growing threat of mutants and Vipers may make access to the northwest more difficult, especially if the Brotherhood of Steel prove hostile to them.

    Plains
The last two years have been seen an increases in the number and size of tornadoes across the central plains, and most days are increasingly prone to high winds. Besides the common threat posed by windstorms, these also stir buried fallout back into the air, increasing the average radiation levels across the region. While ghouls have nothing to fear from any but the worse radiation, they have little more protection from dust and debris than normal humans. Indeed, they are reports from across the affected area of near skinless ghouls wondering the wastes, howling in agony.

It was under the cover of one such storm that the Empire of Shades acted against the raiders of Ashland, using old combat gear to protect themselves from the dust, and help them see in the dark. The attack proves flawlessly executed, with not a single ghoul summering even notable injures. At first, there is some confusion over the disorganized reaction of the defenders, but a post battle study finds that almost all of the raiders were extremely intoxicated on various substances, with an apparent “party” atmosphere pervading the camp. A more detailed search reveals that the raiders had recently traded an unusual device discovered in a secret military facility (and the location of the facility) to Omaha for a massive quantity of supplies, including the drugs.

On the topic of Omaha, the envoy sent to make official contact with the city returned with gave news: the city has been badly sacked, with many residents slain. When he finally reached the city after being delayed by weather and monsters, he had located the friendly human, who eventually agreed to try to convince the leaders of his community to meet with the envoy. Before he could, however, the city was attacked by a powerful, disciplined force, which had apparently come upriver by boat. The friendly human survived to meet against with the envoy, at which time he explained that the cause of the attacking in little understood: few resources or captives were taken, and the force did not appear to be locally based. Eventually, only one possible cause remains: the salvaged device.

    Midwest
Radio receivers across a large area centred in the Michigan Upper Peninsula receiver a curious transmission consisting of a song looped several times. The exact cause and source remain unknown.

In Chicago, zee Captain dispatches Mr. Snippy (the groups second in command) to scout the Field Museum and cultists sighted there. As a precaution, a team of well equipped soldiers are dispatched, with orders to act upon Snippy’s discoveries, or in the event he does not return. Unexpectedly, a team of women from the Children of Nuka meet up with the army, equipped mainly with support weaponry.

When Snippy rather predictably fails to report, the commander orders that the museum be assaulted. What did prove surprising was how close zee army managed to get to the museum before being detected. However, the plan soon soured, as the men and women began reporting sudden headaches, trouble thinking and blurred vision. It was at that moment the animals attacked. The packs of radroaches, mole rats, dogs, large wasps and several massive lizards likely would have killed many of the soldiers if not for the Nukaists and the robots, the women having kept their distance and the robots seemingly immune to the bizarre effects, as well as the attacks of most of the animals, which were strangely fearless but hardly laser or flame resistant. One of the protectrons was badly mangled by the lizards, and several others suffered damage, but only one human was killed, though several other were injured to various degrees.

As it seemed impossible to reach the museum, the forces circled south, managing to set up a firing position on Soldier Field, from where they could fire at the cultist camp around the main entrance to the museum. It was during this siege that one of the Nukaists noticed an odd machine near the doors to the museum, and on intuition shot at it with her rocket launcher. When that happened, most of the remaining animals and several of the cultists seemed to go insane, attempting to flee or attacking the cultists, of whom most of the remainder fled into the museum.

Scouts determined that the building could now be approached without suffering the mental effects, and the force was soon storming the building. When they did, though, they discovered a very curious scene. Sue, still intact despite the years, had been heavily decorated with streamers, ribbons, paint and hides of unclear origin. Upon the dinosaurs head was seated the man who the Nukaists confirmed had been leading the rituals they had observed. Upon being threatened, the man loudly proclaimed “Strike me down, and I shall become more powerful than you can even imagine!”. Just to be on the safe side, they immediately took the body outside, where one of the Gutsy’s burned it with its flamer. Explorers discovered that the museum and its collection were remarkably intact, as well as finding that many of the animals and fossils had been decorated, and that the Tsavo Man-Eaters where strangely missing. Unfortunately, several soldiers were killed in ambushes within the close quarters, where the cultists (now identified as “Beast Lords” by battle cries and writings) could engage the soldiers in fierce close combat. Later discoveries indicate that this group of Beast Lords was a fairly small portion of a larger group, and that the Tsavo Man-Eaters and several other animals had been removed as tribute to the group’s leaders.

Mr. Snippy was discovered several hours later, bound and gagged within Sues’ ribcage. He was unharmed, but his suit required extensive cleaning.

Explorers dispatched to the nearby Shedd Aquarium reports a large colony of mutant penguins within the building and along the shoreline, but fled when they become convinced something serpentine was stalking them. One man was lost to a Trapdoor Alligator.

In Detroit, the Steelmakers performed a side-quest for the Glass Towers settlements, clearing away a vermin infestation in exchange for good trade rates of urban salvage for food and water, as well as +10 relationship. The few vermin that reached attacking distance proved unable to get past the soldiers heavy armour, so the only injury was a woman who tripped in the dark and sprained her wrist.

Scouts have also confirmed sightings of lights and movement in Windsor, as well as the Tunnel being infested by feral ghouls, which fortunately show no inclination to come out. Raiders are also now known to be operating in warren, supported a population of slaves. Raiders are also active in Livonia.

Vault 66 has seen its carefully structured world changed abruptly, with the Vault door unsealing in October of 2135. So far only robots have allowed outside to scout, reporting that the area shows significant devastation. The machines did not encounter any sapient life but a single Mr. Handy, but did detect sounds from the direction of south-east Bloomington.

    Texas
In the northwest, the dogmen have founded the settlement of Canea, a name selected by Vilkas, though most of the residents call it Dog Town. The canim have not improved their attitude towards the humans of Lone Star much, but the dogmen have been willing to engage in trade and other mutually beneficial arrangements

To the southeast, the New Republic of Texas has caught a break, as Humungous raids have abruptly faltered. It was initially believed to be caused by the Republics successful defense, but information would latter filter in that the Humongous have come under from the Children of the Sun, the remnants/reformed Texas Rangers and some guy named Max. Whatever the cause might be, the Republic is preparing for war.

    Eastern
Specialists at the SatCom array received a pleasant surprise when the satellite identified as ODIN abruptly came back on line and made series of transmissions. The surprise was soon tainted when the satellite appeared to receive a response from someone else. The technicians could not break the encryption on the messages, but kept a copy for when they (hopefully) would gain access to the Raven Rock central computer system. On the plus side, a different satellite, identified as ATHENA also came online, and Talon technicians were able to gain control of it, which would soon come become handy.

Talons forces also assaulted Camp David, with the opening salvo coming from ATHENA, a massively powerful laser that melted the building being used as the main barracks along with almost half of the enemy forces, with Grenade Launchers being used on those in the open. When no more hostiles presented themselves, the Talon soldiers stormed the base, where even though only 30 some hostiles remained the fighting was fierce, costing the lives of 21 Talon soldiers. However, the attackers one out, slaying all but four of the defenders, of whom all were taken captive.

Soon after capture, three of the prisoners perished abruptly; two from self inflicted poisoning by triggering a false tooth, and one from what was described as an “ocular flash-bang”. The remaining prisoner also developed toxic-shock reactions, but was apparently less affected, allowing a quick medical team to use several repaired golf-carts to transport the man back to the Raven Rock medical facility. When he was suitably recovered, “Enhanced Interrogation” revealed a ton of useful information, including the method of creating valid Raven Rock ids, as well as the location and access methods for a collection of useful technologies and power armor codes. The prisoner also identified himself and his late colleagues as defectors from “the Enclave”, which they claimed was a shadow government of the United States, and which still exists in scattered bases and bunkers across the country. He also implied that the Talon had put themselves in terrible danger, but slipped into a coma before he was willing to explain.

Most importantly, the computers at Camp David gave Talon technicians what they needed to gain the Raven Rock AI’s good side, and more important, access to its hardware. After several weeks of slow, subtle re-programming, the technicians were able to send it into a maintenance mode without triggering its defenses. Several more weeks were spent checking every known method of gaining access or loophole it could abuse to try to act against the Talon. It is now believed to be firmly under Talon control and support them, however once re-programming was completed and the personality system was stabilized it began to used a female personality of “Eden”, rather than its previous male “Henry” personality. To be on the safe side, “Eden” has been disconnected from as many essential systems as possible, to minimize any potential damage should it be suborned remotely, bypass the new programming blocks or prove to be insane.

A Talon expedition to Gettysburg discovered a settlement, but the apparently frightened locals fled any attempts at contact.

The Confederation of Queens County meanwhile, has walked into a fairly complex situation. While southern Brooklyn is indeed controlled by an organized raider empire, three other groups are also making claims to New York. The Jailers are a group from Rikers Island, well equipped with former police weapons and armour, and while definitely aggressive in their dealing, they are not particularly violent. The governors, based on Governors Island and the nearest parts of Long and Manhattan Islands are considered rather overbearing and imperialist, but have a preference for diplomacy, especially when the other party is pledging allegiance to them. The Kennedy’s are based out of JFK International, and appear to have to have similar goals to the Confederation; that is, unifying the area as peacefully as possible.

A small team of otherwise mostly useless academics and incompetent militia have been assigned to keep watch over Bronx-Whitestone Bridge are reporting some odd behaviours in the flock of mutant gulls, however the rest of the Confederation has paid little attention.

Travelers in Philadelphia report that a portion of the city has been “scourged”, with many raiders and settlers being found dead, apparently by energy weapons. The attackers are not yet known.

Pittsburgh, now known as the Pitt, has become a known haven for raiders, slavers and mutants, with all people being advised to avoid the area entirely.

    East Central
An industrial/scientific facility on the outskirts of Cleveland has briefly “awoken”, with lights and machines being reported as activated. It was to prove brief, however, as the facility soon quieted.

Several cults are growing around the monsters of Mammoth Caves, claiming everything from the caves being a door to Hell to giant, monstrous bird-creatures from the dawn of time and the embodiment of Darkness lies within. Others in the area report seeing pale, scaly glowing and dark skinned figures, sometimes by different people during the same sighing.

The High Priest of Athena has called for all faithful to gather in Nashville, an act that has angered the Kings of Memphis, who have called for all those faithful to the Kings of Kings to gather against the pagan foe, although distance and Hillfolk make conflict unlikely between the two.

The Holy Icon of the King of Kings. And some other character

    Southeast
Nothin’. Seriously, there is nothing that will have any effect outside the region happening in the New Glorious Empire, and nothing that will have any effects on those within it. And there are no horrific monsters in Georgia. None at all. Belief otherwise will result in your application being placed for the an always vacant job opportunity as Suicide Booth tester. That is all.

    Columbia
The Guardians have made the unexpected move of extending peaceful overtures towards the, including donating a valuable suit of power armor(with a small personal touch from the more wary Guardian leaders) to the gangs’ leader, Aldrick Merone, as well as sending a team to help train the raiders to be more useful to the Guardians, which some take as being cannon fodder against the Franks. The Guardians have also begun using Warwolf connections to send captured raiders south to the growing trade-hub near Richmond, with the first few trade caravans reaching the Redoubt late in the term.

As a result, there are three divisions forming within the Warwolves ranks: those led by Merone, who seek closer ties with the Guardians; those led by led by John the Ripper, who oppose Merone, the Guardians and/or other aspects of the changes occurring within the ranks; and a smaller faction led by the Dive Hawks gang, who appear to have much the same goals as Merone, but with themselves in charge instead. Merone’s central faction has spent much of its time preparing its troops with the aid of the Guardians, an activity soon proven worthwhile.

Late in the summer of ’35, a Guardian team encounter what could only be the Frankensteins. The team had been sent to Fairfax after the Talon’s received a transmission from a pre-war distress beacon that was determined to be in the area. The team had included the nine suits of power armor in Guardian possession, as well as two Mister Gutsy’s. The soldiers had spotted a group of people hiding in a ruined building, with no sign of any hostiles. Until they approached, that is. If not for the armor, it is likely that none of the soldiers would have survived, as they triggered an improvised fragmentation trap that would have shredded less protected people... which unfortunately included several of the captives. There were likely less than a dozen of the mutants, who inflicted severe injuries at close combat to several soldiers before managing to be brought down. When none of the beasts could be found, the team decided to evacuate the wounded, carrying as many of the surviving captives back to Citadel for medical treatment. Three soldiers have been awarded a military honour, for their sacrifices in rescuing the captives, of whom 23 have survived, including 9 children.

Fortunately, one of the soldiers had discovered a functional camera to use before the retreat, as the next team could of find any of the bodies when they returned the next day. The photos confirm the eyewitness reports; the mutants are approximately 10 ft tall, yellow skinned, broadly built, lips that barely cover the teeth and almost grotesquely muscled. Samples taken by both teams found that the Frankesteins are likely remarkably healthy, despite appearances.

The encounter has managed to distract from a growing tension within the Guardian population and the residents of Underworld and Mist Grove, who had been concerned about the dealing with raiders and slavers. Attempts by the Guardians to located secret room within the Pentagon has proven successful, at least to a certain degree. Several rooms and spaces have been found, but most are storage for mildewed paper or were ordinary offices cut-off from the rest of the building by structural damage, but some contain useful supplies. Other were apparently intended to serve as shelters for staff. Most of these contain bones, but one housed a feral ghoul which was putdown before it could hurt anyone. A bored scribe has also concluded that there is a massive room hidden under the courtyard, however no entrance to this space has been discovered.

There are reports from the coast of Chesapeake Bay of large crab-monsters hunting along the shore. The creatures have proven both dangerous and surprisingly delicious.

The Dominion of Canada has seen a sharp period of expansion, laying claim out to North York, Scarborough and York. This expansion culminated in the Battle of Mississauga, were the Canadian forces managed to subdue the Mississaugian forces. Soon after, the leader of Mississauga agreed to resign, with his son becoming Duke of Peel. There is also significant concern over the health of King Pierre, a fear that some consider validated when Prince John is recalled to the capital.

The Golden Stones have dedicated much of their effort to locating and taming more of the bison, as well as expanding and protecting their brahmin. The herdsmen have also discovered a new creature wandering into their range, which resemble larger versions of the bighorn sheep. The creatures have proven too stubborn to be put to use, but docile enough to herd, which had allowed more brahmin to be put to work.

They have also managed to capture several more of the bison, including half a dozen bulls, of which four in particular have been worked with. You Bastard; New boots, I swear. New. Boots; Let me off, Let me off, Let me off; and Steak Tomorrow have all been... persuaded to listen to simple instructions, with their grand debut coming when a pack of coyotes began bothering the Golden Stones’ herds. While the beasts may be hard to control, several flattened coyote corpses confirm they charging power.

The Stones have also discovered evidence of humans in the area recently, when a relatively free campsite was discovered a few kilometres west of their camp.

The Stone Faces have quarrelled with the residents of Rapid City, leading to the death of many of Rapids’ settlers, who simply cannot stand against more skilled tribals on the battle field. The conflict is believed to have been caused when the Rapid’s discovered what the Faces would claim as a relic, and refused to hand the piece of stone over to the tribals.

    New England
In Salem, the witches, now going by the name of the Daughters of Hekate, have gathered significant gains, as they prove to be quite capable with useful medicines, as well as “religious herbs”. However, an shocking event occurred when the cults leader, Mistress Sugarsheen, was attacked by a pair of drug addicts who planned to use Sugarsheen as a hostage to get a large amount of “herbs” from the witches. However, an extremely unexpected (and unexplained) event occurred when one of the hostage-takers accidentally shot a young cultist. Witnesses say that Surgarsheen’s expression changed, and then she grabbed both men by the head. Both immediately began screaming, and collapsed moments later, dead. Many of the cultists believe their leader called upon magic to slay the men, while a few remain unconvinced. In any case, the Witches have seen a surge in both immigration and fame.

    Northwest
The news of the events to the east has finally reached the Bay Area. The Emperor Norton of Frisco has called for all states of the Bay Area to donate soldiers to the cause. While the declaration has been met mostly with scorn, many are concerned that the region may be cut off from the more developed areas of the south.

To the relief of some, a new trading centre has emerged in the north of California. Called the Den, it deals mostly in slaves and drugs, but also sometimes carries electronics, medicine and other advanced products. The non-medicinal pharmaceuticals come out of New Reno in Nevada, while the advanced products reportedly come from a place called Vault City, located near old Fallon, Nevada.

The Athenians haven been active over the past few years, expanding the traversable surface of the western bridge to allow mid-sized wagons and carts to cross the San Francisco, while simultaneously adding traps, firing-posts and a drawbridge to the eastern span. There has also been continued work on the defenses connecting Yerba Buena to Treasure Island, with a solid barricade now reaching across the narrow isthmus, and a small post has been constructed at the mainland end of the west span of the bridge. The heavy labour has been made easier by the “employment” of several raiders that have tried to attack the Athenians.

Athens has also seen a boast in trade, first with the Chinese residents of the city, who have proven reluctant and distant, but the Shi in particular have begun engaging in limited trade, as well as with two smaller settlements in Double Rock and the National Guard Armory near Lake Merced. They have also made contact with trade-scouts from the Den while on an expedition to Marin County. Although no caravans have yet arrived, the Athenians are hopeful that trade with the Den caravans may compensate for the reduction in trade from the south.

The expedition north has discovered some residents of the ruins of the Richardson Bay area but not the source of the mysterious boats, which the locals also report seeing. However, they do report that they appear to be based in San Pablo Bay, or possibly even further back.

Tales of monsters continue to grow in the mountains east and north-east of Portland, particularly in the area known as the Red Forest. The Red Forest is the most intact area of seemingly natural forest until you reach the Green Heart on the Olympic Peninsula, save that almost all the trees and plants have leaves in shades of yellow, red and orange. The region is described as beautiful but spooky, with unseen noises and sensations in abundance, as well as a noticeable lack of animals. The edges of the forest have served as a shelter of survivors, but now most are fleeing, as reports of mutants and monsters come daily. It is believed that the monsters that ravaged Hillsboro over two years ago have relocated here, bringing some comfort to the residence of Portland, but not much.

As a means of calming his people, King Darren has established a patrolled perimeter around their settlement, as well as installing a large number of scavenged lights in outdoor area with and around the town. Though some criticize these “nightlights” as wasting power, the partial reactivation of a pre-war power plant means that there is ample power, and it had undeniably helped to calm the populace.

    Mexico
The Children of the Sun are becoming increasingly common along the south bank of the Rio Grande, with some tribes launching attacks across it, mostly against the Humongous. The tribes are known to engage in slavery, human sacrifice and cannibalism, but many of the locals still support, them, as they have only been known do so to their military enemies.

Far to the west, Tijuana is becoming even worse than it was before the war, becoming a prominent vice capital, as well as becoming a “slave port” of sorts, selling slaves from Mexico to the Hub caravans.

In Florida, the Wolves have focused on both securing their holding and locating other survivors, particularly military, police or coast guard. Concerning the latter, they discovered that a police station in Starke had been used until recently by decedents of the local police and national guard, but recent violence had apparently driven off or killed the former residence. Sign of recent violence were located near everywhere that the Wolves looked, with strong evidence that pre-war military forces had held the area until within the last eight years seemingly confirmed by a holotap discovered in a rough fortification:

“[Voice of a young male, tired and slightly distorted, Subject A] Subject A: This is Private A. Matheson of the 124th Infantry, Florida National Guard. We’ve been holed up in this small fort for a week, ever since the crazies poured out of the swamp at us. Me and 27 other made it, but we’re down to 13. Good thing is we haven’t heard for a while, but that don’t mean much. For all we know, there could be several hunters sitting on the roof above us, just waitin’. We tried to get in contact with Counter Terrorism, again, but either their still dead, can’t hear us or are ignoring us.
[Faint, distorted screaming noise, followed by a woman’s voice, Subject B, located further away from recorder than subject A]
Subject B: Goddamnit! SEE! SEE! I told ya they were still out there! Waitin’! Now we all gonna die!
    [Apparently female sobbing]
Subject C, male, older: Ma’am, please calm down. We’re all going to get out of this if we-
Subject B: Don’t “Ma’am” me! If your gonna be condescendin’ it’s Captain!”
Subject A: [Quietly, arguing continues in background. Sobbing continues, growing louder slowly.] Captain B. Manson, Georgia National Guard and three others were located to days prior to our confinement, reporting being attacked by crazies on the road, with no other survivors. Captain Manson was relieved of arms due to emotional distress. [Pause, more softly] Bodies in Georgia Guard uniforms were discovered nearby, with injured consistent with the M13 Service Rifles possessed by Georgia Guard, no sign of crazies present.
[Background unrest has quieted, sobbing now distinct]
Subject C: Alright, people, keep calm. We’ve been running the radio for days now, and their sure to come get use.
[Unclear speaker]: Unless there is no one else...
Subject C: Now don’t start thinking like that. You do, the crazies have won, you got that?
    Male speaker: Wait, who’s crying?
[Pause, sobbing continues. Mixture of startled profanities and exclamations, sound of weapons priming, screaming, indistinct]
Subject A: Captain, captain, drop the gun, drop the gun we can-
    Subject B: NO! NO they’re here! They’re here they’re here they’re here they’re here they’re here they’re here they’re-!
[Gunshots, screaming. Tape continues for 75 seconds this way, being joined by additional semi-human noises at 17 seconds]
Subject B, softly: See? They are here. [Possible giggling] I knew they were here. And here you are.
Unknown speaker, male, distorted voice: Yes. Sleep.
[Single gunshot, followed by silence for 15 seconds before recorded is turned off. Tape discovered removed from recorder and propped upright beside it. One set of decomposed female human remains found in the room, apparently self inflicted gunshot wound from Georgia State Guard 12.7mm pistol to head]

    Four States

The residents of Vault 55 officially incorporated Huntington, and have begun fortifying and restoring the town to livability. These efforts have been hampered by the extreme climate of the area, as well as the unavailability water in the town, which only has one, low flow well functional. As such, working in the town has become a de facto punishment, used mainly on those who complain about being cooped up in the air conditioned Vault, or those who show sign of Mimeism. The only outside sapients encountered this cycle were a family of migrants from Castle Dale in the south, who said that they were trying to reach Salt Lake City, where word is that and area has been made more livable with the use of the G.E.C.K. that had initially been planned for 55 before being issued to 70 instead. The family also report that the main valley of Sanpete County has been overrun by bands somewhere between raiders and Tribals.

Manic laughter echoes through the mountains west of Boulder, leading many to assume that the residents of Vault 48 have made some sort of success. What can be confirmed is that the Boulder Dome is now fully lit, with locals who have been permitted in reporting that the dome possesses clean air, water and hydroponically grown food. They also report a massive garden of sorts, as well as what appear to be stasis pods containing plants, animals and humans. The abundance of food and water, both natural and manufactured, have attracted large numbers of “Employment Applicants”, and the areas prosperity is growing rapidly.

Unfortunately, this prosperity attracted the attention of raider gangs in Dog City (Denver), vicious men and woman who survive the packs of feral dogs and demonic cyber-dogs by living on the upper floors of skyscrapers and looting weapons from Rocky Mountain Arsenal. Catching notice of the bounties of the north, the gangs gathered together, taking themselves and their packs of semi-tamed attack dogs to take what they felt they deserved. The Battle of Nederland would prove decisively one-sided.

The raiders decided to follow a longer route through the mountains, which they hoped would conceal them, and allow them to bypass any major defenses. This plan worked until they reached the lightly inhabited town of Nederland, where the weary raiders decided to stop and rest before the fighting. This would prove a mistake, as 48 forces arrived before the raiders were prepared. The raiders were al heavily armed, with many possessing combat armour and military grade weapons, as well as a willingness to use them, as well as packs of vicious feral dogs, none of whom required much urging to kill.

The 48 forces, meanwhile, were significantly less in number, but well equipped with good quality armour and weapons, with many wielding energy weapons and wearing what appeared to be light-weight power armour, with about a score wearing some sort of force field generator. Worse, though, were the hulking servitors, mindless people fused with electronics and armour, with most carrying big guns. Supporting them were robots, ranging from Mr. Handy variants up to protectrons and robotic scorpions. And at the very core of the force, a giant, slightly humanoid machine piloted by the Head of Weapons and Military Development Department himself. The raiders also found their own dogs met by cyber-dogs, creatures that both the raiders and their dogs have grown to greatly fear.

The resulting massacre killed approximately half of the raiders, who fled back to Dog City as quickly as possible, while the 48’ers are not believed to have suffered a fatality. Eye witnesses also report that the 48’ers made an active effort to capture several dozen raiders, as well as a large number of dogs, all of which have been transported into their vault for purposes unknown.

New Jerusalem is thriving, the surrounding land being made far more livable with the usage of both of Vault 70’s G.E.C.K.’s. However, this Mormons are facing a challenge with the large numbers of refugees, all seeking shelter from the harsh environment. The residents have been able to distribute enough surplus food and water to appease the masses, but some worry about what to do if more should arrive, or they form a cause for the local raider gangs to mass against.

The Student President of the Academy in Colorado City, AZ, has begun a series of brutal oppressions against the few surrounding settlements, exploiting her position as the leader of the only truly safe (at least, from the outside) place north of the Grand Canyon and south of Cedar City. The skill and equipments of the School Police have ensured the safety and comfort of the Students and Alumni, but those unable to meet the requirements to enroll suffer at their hands. Unless they can get outside support, this is unlikely to change.

The Children of the Wastes have spend more than 30 years closed away, only accepting fellow ghouls into the Reservation, and turning away or slaying any human foolish enough to approach. There are signs this may be changing. A ghoul scientist named Dr. Sebastian has been followed by Dr. Clark launching expeditions to capture humans and transport them to sealed laboratories under the Reservation. It is unknown what then happens to them, but few Children dare consider it.

The grim gate of the Reservation

    Missions:
    Vault 55
The people have doubts that repairing the town is worth it, due to a combination of extreme climate, necessity of transporting supplies and vulnerability. Several people have encountered animals, and a man was bitten by a (fortunately non-venomous) snake. And that’s beside what could happen if hostile humans or things like that... ghoul... arrive. Maybe if there were other people around, but other than some lights at night and a very distant sighting or two, we haven’t seen anyone who may what join.

    Vault 66
The opening of the Vault poses a problem to our society. If any non-culture humans are encountered, then they may attempt to disrupt our society, or cause control issues with some members of the lesser castes. We should be extremely cautious.

    Empire of Shades
We don’t understand what happened in Omaha, but we should be careful. On the plus sides, we’re further from a river, and it cleared away a lot of smoothskins. We did find out where the bunker that the device came from, and could try to reach it, since it isn’t too far.

    Wolves
We have failed to connect with any other humans in the vicinity, though scouts report signs of life to the northeast. We have also discovered a potential security hazard in the form of tunnels running thought into the camp, particularly from the west and north. The tunnels appear most to be unused, however several contained nests of snakes, insects and ROUs. As well, several apparent mutations of the American Alligator have been sighted in the swamps bordering the south edge of the camp, including one that gathers or creates thick mats of vegetation to ambush prey from under, and another form that appeared bipedal. Camp Medical officers also advise extreme caution towards snake, spiders, wasps/bees, as several personnel have been injured in encounters with various creatures. They also recommend all personnel to ensure mosquito netting in a proper condition.

    Steelmakers
The food from Glass Towers is good stuff, and we’ve sent a radio we got working to them, so we have clear communication. The availability of food from them also clears some more people for other projects or work.

    New Athens
So, when Emperor Norton declared pledged his support to the fighting in the south, it seems everyone turned to look at us. The Shi have hinted that they will follow our lead, and the smaller groups most likely will too. Currently, the conflict posses minimal threat to us, especially with the Den caravans, but we could get cut off from the south quit easily. Ultimately, it’s your choice.

    The Guardians
We are fortunate that the Frankensteins arrived when they did, as people are growing angered by our ties and relations with the Warwolves, particularly the residents of Mist Grove and Underworld, who seem to fear that we may turn on them. Preposterous, but that is what they appear to fear. Besides that, integration of a garrison into Mist Grove is proceeding as expected, however they refuse to permit any soldiers that can be identified as recruits from the Warwolves to stay more than briefly, and several that have been permitted entrance have been accused of various crimes. Underworld has allowed such recruits to enter, but refuse to interact with them or any other Guardian personnel while they are present.

    Northern Legion
The people are becoming increasingly scared by the monsters outside the settlements. They have been somewhat calmed by the new lights, but something needs to change soon, or there could be a real problem.

    Talons
General, I have finished running start-up checks and analysis of Raven Rock infrastructure and Talon holdings. I have concluded that you can maintain contact with ATHENA as long as it remains above the horizon, and may be used once every 24 hours. However, a lack or functioning earth-observation satellites makes it necessary for ground spotters to designate target coordinates. I also learned of an attempt to access my systems externally soon after the operation at Naval Support Station Thurston, however system errors and prior action by Talon technicians prevented the intrusion fro succeeding.

    Confederation of Queens County
It seems we've stubbled into politics. None of the three civilized powers seems to want a fight, but if we arn't careful in our dealings we may be seen as enough of a destablizer to prevoke one. We should tred carefully.

    Zee Captain's Army
Well, that went... better than expected, really. However, there are concerns about how far we’ve extended, especially with the potential for the rest of the Beast Lords to come back.

    Golden Stones
We should attempt to locate the people who made the camp we found, so that we can at least predict were any potential threats may be. We also really need a name for the mutant bison and sheep, and none of the herdsmen/tribes people can agree on one.

    From Eden:
General, I've found something. I have detected a weak radio signal from the south, in the capital area. You could use our superior radio transmitter to both reach and receive from them.

Talon can open diplomatic contact with the Guardians.
