I'm pretty sure having an oasis doesn't matter any more. You can't build any farms on desert tiles anymore. At least in my last game I had a city in part desert, with an oasis tile. I tried to make a farm and couldn't. All the improvements were greyed out.
Which sucks. You can now have just one desert city (the one with Petra), unless half the tiles are oasis.
