Ok...seems I managed to unpack the patch one level deep, so all my observations were probably not valid. Re-applying the patch broke existing save game, so I could not re-verify things

You should. Once you hit the industrial era, the improved end turn time speeds will become obvious. The svn version is like 6 times faster than 1.75C; no joke.
