Well now Cleopatra was announced it shouldnt derail again.
Anyway, my wishlist would be in the case every Civ had a male and female leaders (when posible ofc) Its also more based on being iconic and possibly unique trait-wise (or whatever Civ6 is gonna use) and personality-wise rather than having existed irl or government skills wise. Good leaders dont necessarily mean fun leaders to play with (being too recent is an exception to the rule ofc)

Byzantium: Theodora
Carthage: Dido
Japan: Himiko
France: Marie Antoniette (I'd get the extra of laughing at the forum rage)
