Few questions about CIV modding

Hello,
The questions regarding CIV modding and custom maps (which I hope will be answered) are:

1. Can I reduce size of a premade map (e.g. Europe - huge) to a specific region (e.g. Balkans and Asia Minor), and how?
I haven't seen such option in World Builder or in some map editor (like Atlas).

2. Is it possible to add more than 18 civs? I've tried with changing World Builder info in Notepad, but I didn't succeed.

3. Can I disable building of some buildings (e.g. all world and national wonders)?

4. How can I change diplomacy in CIV (e.g. open borders or defence pact)?

2) No. Well... yes, but it's extremely hard to implement, so we're just waiting for Warlords.
3) Yes. Civ4BuildingInfos.xml
4) Don't think you can.
