Fewer Settlers, revisited!

A good friend of mine & myself have always preferred a CIV game (SMAC, too!) with fewer cities. Raising the cost worked a little, but now "we" are experimenting with a new idea. Our game tweaks are as follows:
Settlers now require TECH_ROBOTICS. This essentially removes them from the building que. We start with 5 Settlers with increased speed & combat values. (too valuable to lose to barbarians or beasts). Using VILU's excellent Tech Editor, we have slowed down tech research substantially, we prefer the good old days.:) So basically 5 towns & that is it, except for barbs, if in play.

We also decided to treat the Caravel's cargo the same as the Galley, made sense to us. :)
