In 2018, I posted a thread showing that fewer 40% of players have won the game based on Steam achievement stats. I revisited this in 2019 and 2020. With Civ VII coming soon, I thought it would be a good opportunity to update for the final time:

The number of players who have won at Settler has actually declined since 2018 (possibly due to new players buying in a bundle) but the proportion completing at the top 3 levels has gradually increased
It is worth noting that the highest % achievement ((for having 6 improvements)) has dropped back to 75.3% (85.2%) ((85.4%)) (((81.1%))) so there are about 25% of purchasers who haven’t properly played the game.

Qin and Russia have seen the biggest increases in their victory %, perhaps driven by new purchases in these countries and Qin has now moved up to number 1. Trajan, Cleopatra and Sumeria have seen the greatest falls. For the first 2 it may be because new leaders have been released for these Civs. Gandhi is comfortably last of the original Civs.
