[FF]: Star Base culture disappears after capitulation?

I was in a war with an AI and signed peace for its capitulation, then suddenly all my star bases lost their culture borders. What gives??? See the attached pictures before and after.

[EDIT]: The next turn it returned to normal. But this really doesn't make sense.
