For a century, Japan's primary strategic threat in its neighborhood has been the Russian empire. After going to and fro over North Asian colonialism with Moscow Tokyo turned south, only to be checked by the rising United States. Caught between a rock and a hard place at the end of WWII, the Japanese endured relentless Allied bombing of their homeland but crumpled instantly in the face of Soviet occupation of Sakhalin and the inevitable loss of overseas imperial holdings in their entirety. The highest price to pay was acquiescence to total American victory (other than all the dead people, but that's relatively OK). Since then, the US has cultivated a close alliance with its protectorate, through military occupation and nurturing economic liberalization. However, resentments linger. Russia no longer has military designs on Japanese core interests, focusing instead on the European theater and Third World influencing. And now that Minister Gromyko has promised to relinquish claims and occupation of all contested islands, in addition to enhanced economic and technological exchange, and naturally containment of China and the Koreas, the worm is turning once more. The Japanese government is poised to pursue a policy of formal neutrality, and demands for the withdrawal of US military bases have been leveled for the first time.
Yakostovian's Japanese mission will no longer sit alongside the Western powers on the Security Council.
