First things to build making new city

You don't need libraries early unless you're a scientific civ and need a cultural expansion in a city or two.
Walls are of dubious value. I seldom build them.
You shouldn't need courthouses until quite a bit later.
Granaries in most cities are very useful so your population will grow faster.
Barracks in a few "high shield" cities so you can produce veteran military units.
Once you have or can trade for multiple luxuries, build marketplaces - one of the strongest city improvements in the game.
 
I try to build a temple first, you get cultural expansion and happy citizens in one crack. After that it really depends on the situation.

First: Baracks, Temple, Walls
Second: Library, Granary Marketplace

That's how I would do it anyway.
 
Personally I never follow a specific build order - rather it is a case of asking "what is this city for and what resources does it control".

First thing to look at is what is the balance of food/shields for the city - a high shield city should be directed towards production so early on it is barrakcs and military units then things such as library , university and marketplace (or wonders), high food cities go grannaries then settler or worker production. A mixed city where neither food nor shields dominates would get whatever production is needed based on what other cities are doing.

Captured cities always get a culutre producing building first (temple or library whichever is cheaper).

Remember - cities are best if they specialise - one city can produce military units to send to other cities -leaving those cities free to concentrate on what they can do best. Look at the cities production and what the terrain around it is like then think about what to build - rigid builds orders can lead to mistakes or lost opportunites.

If you can get to a position where you build cities based on the terrain (see Crakers opening play article in the war academy) and what you can get out of it then the build order will suggest itself.

My first post! This site is fantastic! I wish I knew of its existence a LONG time ago!

It really depends on the city and what I feel it needs at the time. For my very first city, I'm looking to strengthen my military first so I build a Barracks and use this city as the source for my military units. Next, I try to build a temple to continue to increase my culture. I never build walls because if the city is growing rapidly, I'm usually at 7 long before I end up going to wall, thus defeating the need for Walls. For the most part, I don't bother with Ganary either. I usually just build a Pyramid. If I'm going for a military victory, Marketplace is usually next, otherwise, I go for the Library. Courthouse, I don't bother except for two circumstances. A) If there is nothing else to build or B) If the city is suffering from a high rate of corruption.
