First to contact city state but no envoy awarded

I'm the first civilization to contact/discover a city state, but I wasn't awarded with an envoy. The other city states before and after all give me an envoy. I'm thinking could it be because another city state could have already discovered that city state? So does the first-contact rule apply not just to civilizations but you also have to be the first to contact it before any other city states?
 
If you weren't awarded the envoy how do you know you were the first to contact?
 
I believe you can check and see if anyone has envoys.

If its someone you haven't met, it doesn't show up as a relationship, but the influence should still be listed.
 
It'll say 'influenced by k' on the CS screen. k is the number of major civilizations that have an envoy there. So if it's >0 and you don't have an envoy, someone has already been there.
 
Nope, it a bug I reported a few patches ago, rare but happens.
It will take given envoys but forgot to award for first.
Still not fixed, reported in January

1.0.0.56 - City State Initial envoy not given

There is also a bug where this happens if you meet if before settling... maybe another civ meeting before settling creates this so may be the same thing

... this happened to me 3 games ago so it's certainly still happening.

any chance an AI discovered the CS first but DoWed them shortly after, nullifying their envoy making it seem like no one ever met that CS ?
