[Fix Needed] Brazil AI's valuation of Cities

I noticed in the log file AI_Operation_Eval that Brazil does not have values for cities. As such, they don't seem to access offensive or defensive operations and are quite inept at war fighting.

Can anyone else confirm? Has anyone fixed this already?
