Fix to Rise of Rome problem

Here is a fix to this problem:

Put this file in Conquests\Conquests\Rise of Rome\Art\city screen\ and it will work correctly.

You won't even have to start the game over (although you will have to exit it).

This problem is indeed fixed in the 1.02 cosmetic patch.
