[FIXED] Contradictory improvement suggestions

I have a worker where the mouseover on the tile says "I recommend you Construct a Trading Post here!" while the command list in the lower left says "Recommended: Construct a Mine".

Save attached, though I wonder if upon reloading it it might recalculate in both places. The worker is in the NE corner of my small empire.
