Victoria found a weird locking tile oddity.

The citymanager doesn't take the yields of the wonder into account: set focus on gold/science and nothing changes.

Having no focus as default:
Depending in which order one locks the tiles the citymanager prefers the jungle tile over the hills tile.
Locking the gypsum doesn't change anything
Locking the iron first -> jungle prefered
Locking the gypsum secondly -> hill prefered

Locking the iron first -> jungle prefered
Locking the spices secondly -> hills prefered

Somehow the savegame wouldn't attach. At least it didn't show in the preview. I am sorry.

I would like to add some things to this: The tile next to the wonder is superior no matter what, even if the wonder yields are not taken into account, and my personal theory (though I haven't proven it) is that there is a hidden strategic resource on the "worse" tile.
 
That's a good idea. But why would a "citymanager" decide on "future" yields instead of real yields. If the resource is hidden, why not also the yields. But that is why I posted it in the bug report forum.
 
I actually got some additional evidence for my theory, though still not conclusive. In this screenshot it shows +1 from adjacent sea resources, but there is also an adajcency arrow to the tile two tiles left of the fish. I think there's oil hidden on the tile and it shows in the adjacency bonus, but not in the actual yield. If it shows when placing a district, then it probably does count for the city manager too.
