It does, but I suspect you need to open the Colonization ini file and put chipotle in the cheat field to make it work.

cheatcode=chipotle

What folder does civ ini located I cant find it?

It's in the main program folder. So something like C\Program Files\Firaxis Games\Sid Meiers Colonization\
