Fog of war on Galleons and Transports

In my current MP game, with 4 human players and 14 AI civs, we originally had a problem seeing the contents of one of the AI civ's galleons, now we can not see inside his transports. Additionally, it seems he can land units beside our cities and launch raids, but we can not see this either. It happened once last night before we finished, so will try again. We weren't sure if it was an amphibious raid or not, so not entirely sure on that.

Is this a fog of war issue, a bug or simply do we not have enough spy points to see the contents of the transports? We can see everyone one of his cities and the units inside. He has the largest army, as shown on demographics and power graph, but we question whether we are seeing every unit, as he has a lot of units, but less are visible than most of the other human players have, which is of course less units, since he has supposedly more units than us.

Any ideas to help us? As it is an MP game, not sure if we can upload for bug checking. Anyway, one of the other guys has the file for now as he is pitboss this time round.
 
If you see lots of galleons/transports guarded with a few frigates/destroyers approaching your coast, you can be sure the AI is about to invade you. Because in BtS and in patched Warlords you can't see inside the ships, it's often better and safer to destroy the enemy fleet at sea. Thus, I actually have an efficient navy around to guard my coast nowadays.
 
So when a transport is docked in port and troops loaded up, then the units become invisible then? Ah, that makes battle planning a little trickier. Something to stretch the strategic mind a lot more than usual. Good. In a way.

So before I lose most of my army, if I have a huge army loaded onto transports in a coastal city and the city is attacked, do those units on the transports defend while docked in the city or are they lost when its taken?
 
If they are loaded, they will not defend. Load units onto transports only after you have built the entire fleet and are ready to proceed with invasion.
 
That is what i have been doing for ten plus years, but if they become invisible, then that is added bonus to hide what you are building up and by how much. A few extra transports will now be a good decoy against human players as well.
