food + production bonus?

Sorry for the vague title, but I have a simple question. I'm somewhat new to Civ 4 and at least once I noticed that food was added to production as a bonus (the food icon was to the left of the production bar at the top of the city screen). What causes this condition? Thanks in advance!

Whenever you build a worker or settler unit, the city uses its excess food to help production. (This temperarily stops the city from growing.)
