What are the city food calculations?

I have cities that are 50+ producing 1000+ food. When i hover over the food calc it says there is about 800 food simply wasted. How does this work, what calculats weather food is used for city growth or not?

Wastage is super complicated to explain and could eventually use an improvement. Take my advice and don't try to understand the math. It's not intuitive. The coding is amazingly streamlined but the system is not all that manipulable for that reason. Just know that the more food the city is getting over what the city needs, the more is wasted.
