Mark Felton produces a lot of YouTube videos covering war history. This is the first time I'm seeing him cover a game. And Civ III no less. And to top it all off he recognized you Oz! Thank you for being our very own Great Librarian of all things Civ III.

I was going to say, I'm pretty sure it's AI voice synthesis, especially since the other video is apparently a meme template using a game character's voice.
I've watched / listened to so many YouTube videos with (often much lower quality) that I didn't give the matter a second thought.
