For updating version, how do i clear cache; etc.

Windows 7 system, steam civ5.

I try to delete all local content and reinstall game but the mods are already still there. Where do i go to really delete the old mods?

I know there should be a place called a cache, but i cannot find it.

to expand: i played an earlier version for several months, havent played since then for a few weeks, downloaded a new version, and now all tech is doublelisted and there are a few more obvious bugs that i suspect are the result of not taking the proper measures

That happens if you have multiple versions of the mod installed. Delete any older versions and this bug goes away.
