Forced relocation/refugee feature

One thing that's always bothered me about Civ is it's not possible to disperse a city without razing it, which of course has terrible diplomatic consequences. I like that razing is an option, but I'd also like to see some kind of refugee mechanism where a conquering empire can force the people in a given city to relocate. There are two reasons I'd like to have this capability:
1) free up tiles for another city to use (either a neighboring one or a new one); this mode would force all people to relocate
2) speed up conversion of a conquered city to my nationality; this mode would only force the foreign population of a city to relocate

Relocation would still have negative diplomatic consequences, but maybe -1 or -2 instead of -5 you get for razing. And the effects would expire much faster. This could also lead to some events:
- neighboring empires could optionally absorb refugees to gain population points but also foreign nationality and culture (and probably a good relations bonus)
- partisan resistance against relocation (but not as bad as razing)
