Foreign Advisor not showing some civs

In my latest vanilla game with 7 other civs, the Foreign Advisor didn't show up America or Aztecs when I made contact with them. I got them showing by clicking on the empty spaces - just like an 8+ game - but I'm wondering if this is a bug that has happened to others?
 
Hmmm this is happening to me to....There are 4 empty spaces....and when I click on those spaces I get the same civ which allready have a spot......strange...
 
I usually notice this only when I find a foreign unit/city but don't actually meet their leader immediatly. If I only see them and then later go into F4, then they don't always show up until I shift/click to add them to an empty slot. Also, if I see on during enemy moves and then go into F4 on my turn, not only is the head not there but it is not selectable with a shift/click. I have to go locate the unit on the map, click it and choose the "meet them" option (however it is actually labeled).
 
Yes, I'm playing 1.29f.
I came across the Americans in the first couple of turns. Wanting to get some trade happening I tried crossing their borders and everything. Still no show. After saving the game and rebooting comp etc checked it again but the same thing. I'm sure I tried hovering over the empty spaces but nothing happened at first. You know how when the mouse is moved over an empty spot it changes color? That didn't happen. It wasn't until I checked here for an answer and decided to try the right click thing, that it worked. Thing is, this is the first time I've seen it happen.

Being a sort of noob, I forgot about the diplomacy button so missed some good trades. Oh well. Won't forget again.
 
Hm. Never saw that. Though, by the time I had the guts to go beyond even 5 AIs, I was in PTW :p

If you are playing with so many Civs, have you considered upgrading to PTW or C3C? It solves a number of bugs in the game and has new Civs and features. This is not an ad; I just love PTW and C3C 'cause they are better. Immensely.
 
I've never had that happen in Vanilla. Did you actually *meet* an American unit? Just being within the city borders is not enough. Until you *meet* the unit, the civ will not show up in the diplomacy screen.

Edit: Well, unless they meet you first! ;)
 
im playing as the iroquios now(vanilla,my conquest has corrupt files) and the maps completely oncovered...i have emassys and just as of last night..spies in every nation...yet...the English dont show up on my advisor screen...i have a MPP with them..and RoP..but when i put my mouse around an orange box lights up were they should be..but thats it. not that big of deal..except it would be nice to know who has what with them. i think its a bug that happens every now and then...because in another game..with more civs...everyone is shown.

While pointing at the empty circle, hold down shift and right click the circle. You should see a list of possible countries you have met that can fill the circle. This is how to see rulers you have met but don't fit on the screen and as is mentioned here, sometimes when you have an available circle the country doesn't show up (minor bug). Shift/right click should fill the circle with the English and let you see them on the F4 screen forever after.

Yes. Ran into one of their warriors on about the third turn. Wasn't till I noticed the problem I tried going into their borders so a unit in a city showed up. Still didn't help, and I have no idea what fixed it eventually. Was the exact same thing Superkrest mentions, though with two civs not showing and at first the circles wouldn't even change color. Check the screenshot. Met americans first, then the zulu. I think babylon showed up next, then greece. But when I traded for comms with Aztec they also didn't show. I've tried starting several games since with all the same settings and it's working fine. So must be some silly bug. Or the advisor is hinting it's time to upgrade to conquests.

And yes, this is an 8-civ game.

Have you tried establishing embassies with the nation. Before 1.29, this happened to me but only once.
