FWIW, Bismark is pleased with Caesar, and Caesar is pleased with Napoleon. Every other relationship is cautious. And Caesar is already a Buddhist state.
I'd give open borders to anyone who wants them, even Napoleon. I assume we'll eventually be at war with France (they're close enough that our "close borders will cause tension"), and it'd be nice if we have the opportunity to send a unit into France to determine the lay of the land before hostilities commence.
Just to clarify, we are using Vanilla Civ4. So there are no Vassals in this game.The benefit of early wars are no defensive pacts between enemies or vassal states. It is a longshot though and I never favoured it myself.
Our scout has reached the Roman border. I think we should get OB with them to enter their territory.
I'd agree with the suggestion that we open borders with Rome, it would be nice to see what they have in the capital.
