We have discovered writing, which allows us to make open borders agreements with other tribes. Do we want to request open borders with anyone? How do we want to respond to open border requests from others?

On the part on requesting open borders, we have to confirm who we wanna be friends with first, before we can make a decision. Otherwise, we will just be lukewarm with everyone when you try to please everybody.

We could always decline without any negative relations unless they demand tribute or something (since we are pretty weak in military). So far, are the AIs hostile among one another?
 
I say we wait with agreeing on Open Border agreements until our neighbours have chosen a religion. That leaves room for us to find a religion and possibly see if one of our neighbours adapts it. Signing an Open Border agreement with same-religion competitors can turn out to be a great asset in the future.
 
We should wait untill it's nessicary to open up our borders for a mutual free passage. Eventhough with the Civ4 mechanics that all enemy units that are in our borders will automatically be bumped off our borders (and vice versa).

Different factors should be in play in determaning of accepting or denying Open Border treaties.

The First is their attitude towards us. How well do they like us based upon religious and civic choices as well as conduct with other Civs with whom the civilization in question has contact.

The Second is their proximity to us the closer they are to us, the more reserved and cautious we should be.

The Third is their attributes (IE what I call Civ Powers). Are they an aggressive Civilization? If a civ has military characteristics within their traits, again, the more reserved and cautious we should be. Same with an expansionist Civ since they would litter our land with settlers going through our borders and settling in another part of the map which has not been settled yet.

I am not identifying on any particular Civ, but these are just the general guide lines that I use when there are more than just that one Civ there.
 
FWIW, Bismark is pleased with Caesar, and Caesar is pleased with Napoleon. Every other relationship is cautious. And Caesar is already a Buddhist state.

So is Bismark pleased with Nappy?
 
At this stage of the game, I'd say open borders with everybody UNLESS we want to box any AI. Be wary that, if done this way, they will come for us when they have no more room to expand.
That said, I can only see a possible :nono: to Napoleon. Others, specifically Caesar, should be granted an OB. I can say more... Caesar should get an OB offer from us. We should be able to align with him religiously if we see some tall, latin-speaking, swordsmen around. ;)
 
I'd give open borders to anyone who wants them, even Napoleon. I assume we'll eventually be at war with France (they're close enough that our "close borders will cause tension"), and it'd be nice if we have the opportunity to send a unit into France to determine the lay of the land before hostilities commence.

I agree with Bertie and I also think we should start to prepare for such a war now. Why not smash them now early on than wait til they get stronger? We should scout there land while building up our military and then crush them. It shouldn't be too hard, they'll surrender easily enough;)
 
The benefit of early wars are no defensive pacts between enemies or vassal states. It is a longshot though and I never favoured it myself.

Just to clarify, we are using Vanilla Civ4. So there are no Vassals in this game. :)

Open borders with anyone willing; anyway our cities do not block any
interesting path.

Our scout has reached the Roman border. I think we should get OB with them to enter their territory.
 
Personally I try to sign open borders with any nation willing to accept one, hasn't given me many problems although that might be because i use free religion 99% when it is avaible
 
So far this discussion has been going on for a couple of days, but I'd like a little more input. I say give this discussion until tonight and than we'll post a poll asking the people for their opinion.

So, let's keep this going....
 
I'd agree with the suggestion that we open borders with Rome, it would be nice to see what they have in the capital.

Yes! If they have anything that renders the Romans too much of an advantage, then we will know about it. I feel that the same should be done with the French too. If Nappy has marble or stone, then he can grab many wonders.
