I have a problem with a few cities I recently captured from the Egyptians. The length of the war meant they were hitting the draft very frequently. After I sack the cities, I still get a report that they are unhappy about the draft (28-37%, "Hell no we won't go").
The problem is my civilization doesnt use the draft. I don't even mobilize unless I'm being invaded. Now they're protesting their last civilizations draft. Their civilization is STILL drafting, and I'm still getting hit with penalties 10 turns later without the percentage decreasing.
How can I explain to them they're not being drafted?
I ended the war. I've mobilized and gone back. They're still protesting at the same rate.
