Foreign Policy : Immigrant Settlers

We haven't started a discussion yet on what to do if we get immigrants on our shores. There are several possibilities, any of which might be valid. We could sink their ships at sea, perhaps using privateers when they're available, if vanilla has privateers. We could let the settler land and then capture it. Another option would be to let them land and grow to size 2, and then welcome them into our society by means of an introduction to our fine military. A third option is to assimilate them via culture, though that's pretty unpredictable. Fourthly, we could just leave them alone.

I'm not too keen on losing out for settlement spots. Since we seem to not be going for an upfront diplomatic victory, I doubt it would hurt us to knock off immigrants one at a time. However there is the virtual morality question. Do we play as (historic) Mongols and be ruthless?

This isn't meant to be just a discussion of the current Inca galleon, but in general for all potential immigrants. I don't necessarily want a fixed permanent policy, just for us to have hashed out our general feelings on the matter so that the decision on individual events can be focused and swift.

I say we settle the coast, that would end that problem. The kind of immigration policy Australia runs, armed privacy.
 
The first order of business is to close off as many of the good sites as possible with our settlers, we need to start producing them right away. Then what our policy should be would be determined by where they settle, if they take a good southern site then we should definitely try to show them the wonders of yasutanian culture, or failing that the skill of our gunsmiths. However if they land in the north in an area where we burnt the last German city (forgot the name already) I'd let them stay, the land around there really isn't worth fighting over.
 
I say we leave them. They'll do a nice amount of damage in maintenance cost to the opposing civ, and they usually end up being useless. As long as we seal off any site that we feel could contribute a decent amount to our empire, we shall be fine.

And let's say immigrants do land our continent, and our only option is war, would you propose we declare war over a meek 9 tiles of territory that could actual hamper our opponent's economy more than it helps?
 
There will be no war, just make those settlers, and this is not even an option.
 
You want to settle out all those possible spots? What if that plunges our economy into a mess that could rival the last demogame's situation. (30% science slider for quite a while for those who don't know.) Settling extra cities cost maitenance fees, and some of those cities may not be able to pay for themselves. I'm not talking about major inland spots, but some of the coastal spaces that the AI's like to settle are sometimes too costly.
 
It is quite doable, as long as the first build is a theatre, and we build south north, that is going to work out. We are also changing civics in 10-20 turns, so it will work out. 3-4 cities we are talking about.

You make too many assumptions about our future decisions and then we must follow.
 
Any settler, inca or no, that builds a city at special resources we could use (even if just for production) ought to be taken down. If they build in junk spots that our culture keeps from becoming productive, ignore them.

I think we should settle the good spots that are available, and not worry about whether one of our weakling rivals gets a foothold on our continent in a crappy city site.

(If they mass 20 units in their junky city, we can worry then. However, this being vanilla civ4, I feel 100% sure that they won't do that.)
