State : Bismarck/Catherine (People like Cathy)
Treasury or Finance (Treachery?
) : Mansa Musa, not surprising
Justice : Abraham Lincoln
Interior : Tokugawa, Cyrus
Defence and Homeland Security : Churchill
Commerce : Darius I
Agriculture : Mao would be a horrible choice, so Mehmed from his traits (Encourages population explosion)
Labor : Gandhi
Health and Human Services : Suryavarman (Dunno why)
Transportation : Kublai Khan (The Mongol roads...)
Housing and Urban Development : Montezuma (Tenochtitlan is the kewl)
Energy : Roosevelt, he can take anything
Education : Saladin or maybe a Korean person not Wang Kon
