Fortify All will Fortify Units with No Fortify

I have been playing this game from the beginning and I still find it amazing that I see things I never noticed before.

I have some units that do not have the fortify command and they can not fortify (as expected) and if I have a stack made of those units they will fortify with the fortify all command.

Edit: Not as big a deal as I thought.
