Forts,Airlifts and Rebasing Aircraft

A fort is supposed to act like a city ok. So why if you build a fort in neutral territory, can't you airlift units to it (one per turn would be fair), and why on earth can't you rebase aircraft there?

It cropped up in a recent game, there was a one tile island that no-one wanted to build on, but I thought it might strategically act as an military base "just in case" (it was nearish to several unfriendly ais).

So I send a couple of troops and some workers, they build a fort, and yet I still can't ever use it as an airbase. Was this overlooked? You can rebase to forts in your own cultural area, why not here? Building the fort must signify there is an airstrip there.

And why can't you airlift to a fort period? Again, its more like a military base (especially in the modern era), and it must have an airstrip (see previous comment).

You cannot airlift or rebase aircraft to neutral cities either.

I agree on the point that it should be possible to airlift to a fort within your own border, or your ally's.

I agree about neutral cities, but they are someone else's territory. I'm talking about forts in unclaimed territory. Why shouldn't they be able to act as modern day military bases (until either they fall within someone else's territory, or someone builds a city there...which amounts to the same thing)?
 
From a technical perspective, the game probably currently has no way of knowing who "owns" the neutral fort, since it's Neutral. That is, what is to stop the AI from airdropping units on top of yours?

Perhaps they could add a check that says if the fort is occupied by a nation's troops, then that nation effectively owns that fort tile.

Very good point.
 
I lost this debate in one of those pre-release new and improved fort speculation threads .

What it boils down to is that a fort is still a tile improvement rather than a gimped city or a CivIII colony from a programming standpoint.

So it loses the new abillities when it's beyond your border.
