No, this is real, it's unexcusable, ununderstandable, illogical and totally stupid.

I took this russian city a few turns ago. The russians counter-attacked, leaving only one artillery. I gave it up, withdrew and decided to return another day. The city is now empty for several turns and the AI has not taken it back. Maybe it will do so when it gets out of rebellion, I don't know, there is hardly a reason not to take it back immediately.

Take a look:

Wonder what the AI is thinking. I've added the save game and an auto save from the previous turn.

AI simply does not have free units. AI can not calculate how mach his other city is in danger, so he can not send defencive units form it.

Yes, but isnt't it better to take the city and leave it empty than not taking it at all?

Not really. If they take it back, and you invade again, they are again out a unit, plus any income you take while taking the city. Sometimes it is best to just leave an open city be open if it means possibly risking a city or a unit.

you mean AI should be smart enogth to move defencive unit to take city and move it back to original city the same turn?

Not real man.

I'll bet if you dump a worker next to that same AI's borders, he'll send a unit out to steal it as quick as he can...

Very strange, very stupid, as if the Ai moves a unit in, the city would immediately stop rebelling, and could immediately start building it another unit which it obviously needs...

I've seen similar when gifting cities back to an AI during a mutual war, its cap was only about 8 tiles away, with about 10 units in, but did it move any to the city I'd just given them back?

Nope, I had to occupy it myself for about 20 turns before it finally moved a unit of its own there.....well I suppose it tries...
