Founders keepers!

Nation foundation (or unification) seems to take precedence in choosing a leader for some civs. So what if it was the absolute criteria when picking leaders for civs?

Asoka - India
Thomas Jefferson - America

Willem van Oranje - Netherlands

Charlemagne or Otto I? - Holy Roman Empire

Also, this is kinda weird....Nothing wrong with that, but just saying.
India existed since 5000 BC. Asoka came around after Hammurabi.
Asoka works for a unified India, but for actual India/Indus Valley, its unknown.
