I can't hardly remember when I last saw the FoY and I basically CAN'T remember when it wasn't in some city-state's territory.

So you take it from the city state.

I had it pop up once in a BNW game near me in a desert, with no one nearby. But I had to over expand to get to it. I had a successful Syria picking on the Inca and Venice to my north...that game was surprisingly difficult.
