A recent piece of evidence has arisen in a German article. One of the Freedom Tenets gives you several Foreign Legions maintenance free. This lends credence to the theory that the Chateau is a new French UI and the Foreign Legion is no longer exclusive to the French.

It's even possible what civs with Freedom ideology build it instead of infantry. Would be fun.

Glad to hear this. Makes France more French and those neat FL's will see more action. Seeing how many countries in history used foreign military units (US in the war of independence, Germans during WW2 etc.), it is a welcome change.
