France shouldn't of broken their alliance with the United States so early in the game. It has lowered their reputation to the point where they don't have enough luxuries to keep thier people happy. I'd definately focus on improving the tiles around the city so that more people are able to work and probably build a few catherdrals in those culturally neglected cities.

What a relief. And here I was feeling guilty that every time I saw a headline about the troubles in France, the Civil Disorder .wav from Civ II played in my head. Good...and yet vaguely disturbing...to see that I'm not the only one.
