Freeze with Stuttering audio

The game loads normally through the starting video, when I played on DX10 the audio cut out on the loading screen and the game crashed. When I played on DX9 I got the loading screen for Brazil before the audio began to stutter followed by a black screen requiring a hard reboot.

I'm trying to rn the game on my Acer computer, its a very cheap computer but so far it has run Paradox games without much trouble. The game itself is installed on a flash drive because of the low memory my system has

Those two facts are likely the cause of my problem but I want to ask here just in case there's a chance I can still play this game.
