Civ rev had air units that could end the turn outside a city or base. So they could travel farther.
It would be cool if all units would have a supply health bar. Even early units as scouts.
One thing isd being able to build a Tank based on resources available such as Rubber, Iron, Oil, Electronics.
Another have a supply line that if cut, could end an attack with units unable to move and even sustain damage for every turn without supply.

At another level I look at current China Energy crisis, or even Britain fuel crisis.
Fuel is available but the supply line is broken. That resonates to city as well, going dark!

We take for granted resources like coal, or oil, or whale fat...
Instant civ-wide supply is as boring as planes that have to end the turn on a base, and can't land on water, and make resupply from tankers dispatched around the globe...

Even the Roman armies used to move their families alongside them for cooking.... If they ran out of wine... well that was a problem to the morale...
