Fullscreen issues hindering startup

So, one day i was playing civ BE, and the illuminati guys (i forgot their name, but their symbol is the illuminati triangle) declared war. When i tried to make peace, there was one time they were willing to agree, so i made a deal, but the propose button wasn't there, so I thought I would turn on fullscreen mode and see if that worked. When i switched it on, nothing happened, but the next time i tried to open it it just opened on a window so small that my cursor can barely fit, and once the intro is through and the loading is done, windows says there is a problem and instructs me to close the program. Is there anything i can do?!
