The previous pope (John Ratzinger?) retired instead of died. He's like the pope emeritus now and just chills in the Vatican City while the other pope actually popes. This is a very rare thing to happen. The 14th century dual-pope situation was different though and if I'm not mistaken that's when France had their own separate Pope for a while that rivaled the Roman one.
