it's called flying camera - allows you to move camera anywhere
I'm sure I've gotten that event a dozen times, but the option to take the beaker is always greyed out. Does anyone remember off the top of their head what the requirement is?
Having more than 3 population in a city?
Unfortunately, I've had this even hit in many cities with more than 3 population. Maybe I'll go track down the XML.
EDIT: Hm, I really don't see what the difference is. It looks like the event will only spawn on cities with at least 5 population though. I wonder what the issue is.
Even though it says "religion," you actually don't need to be running Council of Esus to build Smuggler's Ports. You just need to be an Undercouncil member and have the council to have passed a resolution setting up a global smuggling ring, which enables the Smuggler's Port building.
I was going to post that. But I figured he thought it was funny because it was the religion adviser suggesting it? I don't know...
A destructive volcano has just erupted, spewing lava and raining ash through the street's. Half the city look's devastated. But my vision lies to me yet again; not a single building or life lost, absolutely no production or commerce effected. Defecating goblin's do more damage!

I think the requirement is another civilization must be researching the same technology(you steal their beakers, which is odd since it's an excavation, not a theft). I've only been able to take that option once, which gave 64 beakers(I kept the population)
An interesting thing for me, this was the first time I had ever gotten blight, and see what happened.
Also, check out the alignments of everyone. Yeah, Thessa died a few turns later.
